Rachel brings deep expertise in literacy, learning disabilities, assistive technology, education policy, and public affairs—making her one of Minnesota’s most trusted voices in advocacy and reform. Known for her ability to connect people and drive consensus, Rachel has built enduring relationships with lawmakers, agency leaders, and community stakeholders across the state.

Her approach is rooted in collaboration and strategy. By combining relationship-building with policy insight, Rachel helps clients navigate complex challenges and achieve meaningful, lasting results.

A leader in statewide literacy reform, Rachel played a pivotal role in developing Minnesota’s comprehensive reading plan and advancing the landmark 2023 READ Act, transformative legislation improving how reading is taught across the state.

Rachel advises both nonprofit and for-profit organizations, helping them shape policy, strengthen coalitions, and drive measurable impact across education and public affairs.

  • 2015: Definition of dyslexia established in Minnesota statute

  • 2017: Dyslexia Specialist position created within the Minnesota Department of Education
